Yes, presuming they are close in enough, you can with topwater lures. In my area (east central Florida) some target them with fly rods along the beach, but they're rarely close enough to shore here to do it consistently.
THANKS FOR THE REPLY...I LIVE IN JUPITER AND HAVE HOOKED UP TWICE WITH SOME BIG GUYS..IT WAS PURELY LUCK...BUT STILL HUGE....I WOULD LIKE TO THROW BIG SUPER STRIKE POPPERS TO 80 PLUS LB BREAKING/FEEDING FISH USING HEAVY CONVENTIONAL SURF GEAR ....WHERE CAN THIS TAKE PLACE WITH CONSISTENCY AND ENOUGH FISH TO HAVE A HIGH HOOK UP
The Best areas are south of Sebastian Inlet, Wabasso, to Vero Beach. You do need to use heavy tackle, and try to keep a smooth, consistent pressure on them to try to keep them from jumping too much. Good Luck!
I've heard that surf casting for Tarpon by Sebastian can be lucrative. Is it seasonal?
